John M. Englehardt, President

John M. Englehardt

John Englehardt (BS Chemical and Petroleum Refining Engineer, Colorado School of Mines, 1973) has 50+ years of management and engineering experience. For nearly 30 years, his career was with Chevron, where he held a number of management positions over major projects and operations. Since the mid-90s, his work experience has been focused on managing environmental liabilities, where he served as the business unit manager for Chevron with responsibility for both large and small-scale remediation/abandonment projects, including offshore platforms and pipelines and offshore plants and pipelines across the US. In recent years, he has co-authored a number of environmental technical publications. He also received a number of company and industry awards for environmental remediation-related work. Since late 2003, he has been President of Resource Environmental, LLC, and has led the effort in developing the company in concert to meet its mission of managing multi-party environmental liabilities.

George A. Phair, Vice President and General Counsel

George A. Phair

George Phair is a lawyer with over 53 years of experience. He began his career in 1969 as a criminal prosecutor and municipal attorney in East and Southeast Texas. In 1981, he joined the US Justice Department and served as an Assistant United States Attorney in the Eastern District of Texas. Representing the US Corps of Engineers, US Park Service, and the US Department of Energy, he supervised the land acquisition programs for Lake Ray Roberts, Big Thicket National Preserve, and the Big Hill Strategic Petroleum Reserve. In addition, he tried approximately fifty condemnation suits in federal court. In 1988, Mr. Phair joined the Conoco Legal Department and managed a national docket of toxic and mass tort litigation, including UST and MTBE cases. Beginning in 2000, he was the principal organizer of the five major oil companies that came together to form Resource Environmental, LLC. In 2003, he retired from ConocoPhillips as a corporate counsel and has worked since then for Resource Environmental, LLC as its chief legal counsel. He is also a trained mediator and has worked with the Harris County Dispute Resolution Center in Houston and the Hill Country Dispute Resolution Center in Kerrville, TX.

Greg A. Vogelpohl, Vice President and General Manager

Greg A. Vogelpohl

Greg A. Vogelpohl, P.E. (BS Chemical Engineering, University of California at Santa Barbara, 1988; Professional Chemical Engineer in California, #CH004796, 1992) has 35+ years of environmental consulting and engineering experience in the oil and gas industry. The focus of his consulting career has been the oversight and management of subsurface investigation, design, and remediation projects as a registered professional engineer. He has managed large petroleum portfolios that have included resolving environmental issues at service stations, petroleum bulk distribution centers, refineries, and abandoned oil field sumps. Since 2005, his primary role has been the management of large-scale multi-party projects for Resource Environmental, LLC, across the US. He has been successful in resolving complex regulatory, legal, and technical issues to achieve compliance with client, regulatory, and stakeholder requirements. In January 2011, he joined Resource Environmental, LLC as Vice President and General Manager.

Ian Robb, Director and Chairman of the Board

Ian Robb (Bachelor of Science in Geology, California State University – Chico, Master’s in Business Administration, Saint Mary’s College) has spent 20 years in all phases of environmental case management of the energy industry.  Prior to Chevron Ian worked 5 years as a Field Geologist for an environmental consulting company. He began his career with Chevron Environmental Management Company in 2006 and has represented Chevron in numerous asset retirement, remediation, and reclamation efforts. Currently, he is the Multi-Party Risk Management Specialist managing all liability at CERCLA and similar state program sites in the Western US for Chevron Environmental Management Company and Real Estate Company (CEMREC). His group is responsible for managing claims and risks related to legacy liability.

Dan S. Fischman, Director

Representing Phillips 66

Dan Fischman (BS, Geology, California State University Fullerton) has over 30 years of technical and management experience in both environmental compliance and remediation. He is a Certified Licensed Professional Geologist and Certified Hydrogeologist in the state of California. He worked in the environmental remediation industry before he joined Phillips 66 in 1993. He has had a wide variety of responsibilities within remediation management for Phillips 66 throughout his career. In August 2017, he became manager of Remediation Management for Phillips 66. In this current role, he is responsible for the management of remediation liability for all business lines in the company.

Michael S. Bracey, Director

Michael S. Bracey (BS Environmental Science, Georgetown College, 1994) has over 25 years of environmental and construction experience. After ten years with an environmental consulting firm, Mike joined Speedway, a wholly owned subsidiary of Marathon, in 2005, where he served as remediation manager for nearly a decade. Mike spent the last five years of his career at Speedway managing capital construction projects before transitioning to Marathon in July of 2021, where he assumed the remediation and waste manager role and is responsible for the company-wide management of remediation liability.

Jessica Akindele-Alo, Director

Jessica Akindele-Alo (BS in Civil Engineering and Environmental Engineering, Rensselaer Polytechnic Institute; MS in Civil and Environmental Engineering, Georgia Institute of Technology) has over ten years of experience in various environmental remediation projects, project management, and commercial roles. Her experience includes various project management roles, execution of retail project portfolios, oversight of large environmental projects, and environmental liability management. Jessica is currently assigned as the Americas Programs Manager within ExxonMobil Environmental and Property Solutions division. Her team is responsible for executing remediation programs across the US and Canada through bundled contract strategies.

Dan S. Fischman, Director and Chairman of the Board

Representing Phillips 66
